In this no te I would first draw attention to two very great differences between the post-war position of Hong Kong and Singapore which have affected the rate of progress in social, education and other services as between the two Colonies to a very marked degree.
First, in Hong Kong there was widespread destruction of property of rich and poor, private and public alike:
in Singapore such destruction was virtually negligible, with the result that much more rapid progress since the war has been made in Singapore than has been possible in Hong Kong. Secondly, in Hong Kong the overwhelming majority of its residents do not regard Hong Kong as their home and strike no roots in it. Nor indeed are they ever, I think, likely to do so, whereas in Singapore this is not the case to anything like the same extent. I was very such impressed by both these
